  1. Dice the carrots and onions and fry in vegetable oil.
  2. The flour is fried in the second part of the oil in a pan and mixed with vegetables.
  3. Cut tomatoes and celery, add to the pan. Fry stirring for 5 minutes.
  4. Pour in water and cook for 20 minutes.
  5. Salt, add sugar. Pour well-washed rice into the soup and cook another 10 minutes.
  6. Punch the soup with a blender, or rub through a sieve.
  7. Serve garnished with cream if desired.
