- Dice the carrots and onions and fry in vegetable oil.
- The flour is fried in the second part of the oil in a pan and mixed with vegetables.
- Cut tomatoes and celery, add to the pan. Fry stirring for 5 minutes.
- Pour in water and cook for 20 minutes.
- Salt, add sugar. Pour well-washed rice into the soup and cook another 10 minutes.
- Punch the soup with a blender, or rub through a sieve.
- Serve garnished with cream if desired.
