  1. Grease a heat-resistant pan. We heat the oven to 200 degrees.
  2. We clean and wash the vegetables. Cut potatoes into slices and 2/3 of it put in a pan one layer, pepper, a little salt. Cut herring into pieces, clean from bones and stack on top of potatoes. Finely chopped onion on the herring, then sprinkle the remaining potatoes with flour and water oil.
  3. Stew everything on low heat until cooked.
  4. Beat eggs and milk, salt a little and pour the resulting mixture, cover, bake in the oven at 200 degrees until browning fill.
  5. Serve the casserole hot.
